EFFLUENT TRADING

Effluent trading is a business-like way of helping solve water quality problems in the most cost-effective and locally supported manner. The Lower Boise River project is the first such undertaking in the northwest. It was initiated by EPA and the Idaho Department of Environmental Quality with the support and participation of local municipalities, industries, agricultural representatives, other state and federal agencies, and environmental groups. The webpage describes the trading system design that the group recommends DEQ and EPA incorporate into the Lower Boise River TMDL and NPDES permits. The site also includes appendices that provide detailed descriptions and examples of the design elements of the project framework.
