RGI Frequently Asked Questions

Answers to questions about the 2006 RGI grant application process that may be helpful for others are posted on this page. If your question is not answered here, please contact Dan Phalen, EPA Region 10 RGI Coordinator, at (206) 553-8578, or email phalen.dan@epa.gov. You may also call toll-free at 1-800-424-4372, extension 8578.

Q. Does the proposal have to benefit the whole Region?
A. No. However it is advantageous for a proposal to have benefits to others (E.G. adjacent counties or municipalities, other watersheds, other Tribes, etc.)

Q. Can a proposal that only deals with a small geographic area be competitive?
A. Yes. However, your proposal will be strengthened if you “Describe your plan for communicating the results, lessons learned, techniques developed, and information gathered to key partners and target audiences (e.g., scientists, agencies, policy-makers, the public.)” as stated on the application. We want to see folks share information with others who would benefit.

Q. How detailed does our Logic Model need to be?
A. A Logic Model need not be detailed. The idea is to "show the role of the project in achieving long term objectives.” The Logic Model helps demonstrate how your proposal will contribute to larger objectives. Examples logic models may be found at http://yosemite.epa.gov/R10/ECOCOMM.NSF/webpage/measuring+environmental+results. This site is updated frequently, so check back from time to time for new information.

Q. I am totally confused about the difference between an output and an outcome. Help!
A. Generally, outputs are things you do, while outcomes are things that happen as a result of what you have done. The distinction between outputs and outcomes, however, can be fuzzy and are often debated. Your Logic Model won’t be downgraded if you don’t get it just right. You can waste a lot of time trying to draw too fine a distinction. It is probably better to focus on how to measure or quantify your outputs and outcomes. For more information, check out our Measures Web Site, and just do the best you can.

Q. Our proposal only addresses sensitive populations. Will it be at a disadvantage if we don’t use a whole systems approach as well?
A. Proposals are only expected to address one of the two focus areas. Proposals that address both have no advantage over proposals that address one.

Q. Can local governments and municipalities apply?
A. Yes.

Q. Can another federal agency apply?
A. No, but a federal agency can be a partner in achieving the goals of the proposal.

Q. Where can I find examples of successful projects from past years?
A. Go to the R10 RGI Home Page to see projects that have been funded since 2002. Keep in mind, however, that the criteria are adjusted each year. Most of the 2005 proposals would be competitive in the 2006 solicitation.
