West Harbor
Sediments in areas of the Harbor are contaminated with PAHs and other organic compounds, as well as metals, primarily mercury. The Environmental Protection Agency Remedial Investigation (RI) of the sediment contamination in Eagle Harbor initially addressed the Harbor as a single unit; however, after completion of the Feasibility Study (FS) in November 1991, EPA proposed an administrative separation of the Harbor into two operable units.
The selected remedy for the West Harbor Operable Unit includes evaluation and control of upland sources of contamination, excavation and upland disposal of mercury-contaminated sediments, and placement of clean sediment cap over areas of concern. The September 1992 Record of Decision (ROD) for the West Harbor was amended in December 1995 to include construction of a nearshore fill and confined disposal facility (CDF) in intertidal areas adjacent to the former shipyard property to hold hotspot sediments, and implementation of contaminant source control measures at the former shipyard property to prevent soil contaminants from entering Eagle Harbor through groundwater seeps or surface water runoff. The actual start of this West Harbor OU remedy began construction in April 1997. The CDF was constructed on lands owned by the Washington State of Washington Department of Transportation (WSDOT).
