A key part of a lasting cleanup is making sure that sources of pollution to the Willamette River are controlled. This will help make sure the river does not become recontaminated after it is cleaned up. EPA is working cooperatively with the Oregon Department of Environmental Quality (DEQ) and several other agencies and tribes, to control sources of pollution to the river. While EPA leads the effort to identify and clean up hazardous substances found in river sediment, DEQ leads the effort to identify and clean up contamination coming from industries along the riverbank, or at other locations that might carry pollution into the Willamette River.

The DEQ and EPA Portland Harbor source control strategy provides a course of action that will identify, evaluate and prioritize the cleanup of upland sources of sediment contamination in Portland Harbor. It is important to control sources of contamination early to ensure an effective harbor-wide cleanup where the risk of recontamination is minimized.
