Boeing Electronics Manufacturing Facility (EMF) Site


The former Boeing Electronics Manufacturing Facility (EMF) is located at 7355 Perimeter Road South, in Seattle, Washington. The EMF site is located on the east side of King County International Airport (Boeing Field), approximately one half mile east of the Boeing Plant 2 site, and within the Lower Duwamish Waterway Superfund Site. EPA is investigating the EMF site to determine the extent of trichloroethylene (TCE) contamination of the groundwater and possible cleanup alternatives.

Background

The EMF was built by Boeing in the 1930s and was initially used for prototype aircraft assembly. It was reconfigured in the 1960s to manufacture electronic circuit boards using, among other things, solvent cleaning equipment including a vapor degreaser, underground solvent storage tank and associated supply piping.
Electronic circuit board manufacturing was discontinued in the late 1970s, and the associated vapor degreasing equipment was removed in the early 1980s. During the removal of this equipment, trichloroethene (TCE) contamination of groundwater underlying the EMF was discovered. The EMF buildings were demolished in 1996. Boeing previously worked to deal with the plume under the Washington State Department of Ecology’s (Ecology) Voluntary Cleanup Program. Groundwater treatment at the site has been ongoing since 1997.

The EMF plume contains significant concentrations of chlorinated volatile organic compounds (VOCs), mainly TCE, cis-1,2-dichloroethene (DCE), and vinyl chloride. The plume extends west and travels beneath the Boeing Plant 2 site and into the Duwamish River. The EMF plume may be mixing with other VOC groundwater plumes originating from the Boeing Plant 2 site. Boeing Plant 2 is the subject of an ongoing Resource Conservation and Recovery Act (RCRA) Corrective Action, under an Administrative Order on Consent issued to Boeing by EPA in 1994.
