Harbor Oil is located at 11535 North Force Ave, next to Force Lake in an industrial area of northeast Portland. The facility began cleaning tanker trucks and recycling oil in the 1950s-1960s. American Petroleum Environmental Services is the current operator recycling used oil at the site. EPA put Harbor Oil on the Superfund National Priorities List in 2003 and we negotiated with the potentially responsible parties to study the site contamination. Based on this study, called a remedial investigation, EPA issued a proposed plan for public comment in November 2012.

Proposed Plan for Harbor Oil

EPA’s remedial investigation of Harbor Oil shows that no cleanup is needed, because the site contamination does not pose an unacceptable risk to human health or to the environment. Past chemical releases at the site did not leave significant contamination. The risks for industrial workers on site or for recreational users at Force Lake are within our acceptable risk range. There are no significant environmental impacts to the lake or to the wetlands. Based on our remedial investigation and the current and future site use, EPA proposes that no cleanup is required under CERCLA for the Harbor Oil site.

If EPA’s final decision is that no cleanup is required under CERCLA, we can propose to delete the site from the Superfund National Priorities List. If we propose to delete this site from the National Priorities List, we will publish a notice in the Federal Register and the local newspaper for public comment and publish a deletion notice in the Federal Register. The Oregon Department of Environmental Quality must concur with EPA before we can propose to delete a site from the National Priorities List.

Public comment on the Harbor Oil proposed plan ended on December 14, 2012. EPA will make a final decision after considering public comments received during the comment period. We will respond to public comments in our final record of decision.

Community Updates

Harbor Oil Community Advisory Group (HOCAG): Community members formed the Harbor Oil Community Advisory Group to learn about the site and share issues and concerns with EPA. EPA awarded a technical assistance grant to the HOCAG to fund technical advisors to review our technical site documents.
