Construction Permits for Sources of Hazardous Air Polutants
Air Pollution programs and regulations typically make a distinction between criteria pollutants (such as carbon monoxide, sulfur dioxide, ntrogen oxide, particulate matter, volitale organic chemicals and ozone) and hazardous or toxic air pollutants such as benzene, vinyl chloride, and mecury. EPA regulations require certain facilities that emit hazardous air pollutants to get a permit before the facility is constructed or reconstructed. These federal permiting requireents for toxics sources are specified under the Code of Federal Regulations Title 40 Part 63 General Provisions, and section 112(g) of the Federal Clean Air Act. The Prevention of Significant Deterioration (PSD program also addresses some toxic air pollutants. Many state and local air programs have additional construction permit rules for toxic air pollutants and incorporate the federal permitting process inot the state/local processes.
