Title V Operating Permits
Title V of the Federal Clean Air Act requires EPA and states to implement an air operating permit program that applies to major sources of air pollution as well as other designated non-major source types.

State and local air quality agencies can be authorized to implement Title V when they develop programs (and implementing regulations) that meet the requirements in 40 CFR Part 70.
EPA’s implementing regulations can be found in 40 CFR Part 71. In general, EPA issues "Part 71" permits for sources that are located in “Indian Country” or on the outer continental shelf (more than 28 miles off a state's coastline).
