The site is located at the intersection of Cook Street and West Union Street, approximately one-quarter of a mile from the center of East Bridgewater. The Old Csite was referred by the State of Massachusetts for investigation by the U.S. Environmental Protection Agency’s (EPA) Superfund Removal Program, the site consists of three properties totaling about 7.8 acres: two with abandoned businesses separated by a third property owned by a railroad. There are approximately 531 people within a one-quarter mile radius, and 2,567 people within one mile. Several homes are located directly across from the site on Cook Street, as well as abutting the site along the eastern and southern boundaries. A post office is located across from the site on West Union Street. Tests performed on over 100 surface soil samples reveal that polychlorinated biphenyls (PCBs), lead, and arsenic are present above state standards, including maximum concentrations of 59,000 parts per million (ppm) of PCBs, 7400 ppm of lead, and 423 ppm of arsenic. A Superfund Removal Action was initiated in the fall of 2000, and completed in the spring of 2001.
A short term cleanup (REMOVAL) at the site was started on 8/15/00 and completed on 6/25/01.
EPA collected 265 samples to better define the site; installed 2,175 feet of perimeter fence (54% chain link; 46% stockade); excavated and disposed of 1,015 shell casings (37 mm and 105 mm) and 177, 55-caliber projectiles; excavated and disposed of soil hot spots (20 compressed gas cylinders; 292 tons PCB-contaminated soil 226 tons PCB-contaminated metal shavings ); excavated soil on 4 residential properties where residential standards were exceeded; and, covered the site with one foot of clean soil (13,000 cubic yards) and hydroseeded.
