While defining the extent of contamination at a neighboring site, the Sutton Brook Disposal Area, information regarding waste at nearby properties surfaced. In September 1999, the Massachusetts Department of Environmental Protection Agency asked for the Environmental protection Agency’s (EPA) assistance in conducting a Preliminary Assessment/Site Investigation (PA/SI) at the McDonald Road Site (79 McDonald Road). This site is on an undeveloped tract of land in what is now primarily a residential neighborhood. A piggery was operated at the site by the previous owner and then taken over by the present owner(s) around 1954 when they purchased the property. In 1962, a fire consumed one of the main buildings, effectively ending the piggery operation. The property is approximately fifty two acres, a good portion of it considered wetlands, with no access barriers such as fences or warning signs. Unimpeded access is through any of a number of residential or agricultural properties surrounding the site. An estimated 350 people live within ½ radial miles and approximately 3,500 people live within 1 mile from the site. About 250 of these people are children below the age of 10. According to a property owner whose residence abuts the site, the property has historically been used by hunters, motorcyclists and mountain bikers, and as an open recreation area by neighborhood children.
Prior to the PA/SI, drums and containers, piles of animal hair, and large piles of solid waste were known to be present. The PA/SI determined that volatile and semi-volatile organic compounds, and heavy metals (lead) were in sufficient concentrations in drums and soil to warrant a removal action.
A short term cleanup (PRP REMOVAL) at the site was started on 5/29/00 and completed on 6/11/01.
On January 19, 2000, EPA issued a closure memorandum indicating that a removal action was necessary at the Site. On February 7, 2000, EPA issued a Notice of Responsibility letter to the property owners, informing them of their responsibility, and inviting them to undertake the removal action under an EPA administrative order. The Action Memorandum for a removal action at the McDonald Road Site was signed by the Acting Director of the Office of Site Remediation and Restoration on March 23, 2000. On March 31, the final Unilateral Administrative Order (UAO) was issued to the property owners. Contractors for the property owners began site preparation work during the week of May 22, 2000, with the clearing of trees and the construction of a new entrance to the site. The excavation of contaminated soil, drums and containers, and the stockpiling of these materials was completed the week of July 10, 2000. All work was done under EPA oversite to ensure compliance with the UAO. Subsequent to the submittal of the Completion of Work Report to EPA per the UAO and after a number of revisions, the On-Scene Coordinator sent a letter on June 11, 2001 to the potentially responsible party’s attorney and contractor stating that the tasks specified in the order have been completed, effectively ending the removal action at this site.
Wastes removed from the site include: 186 overpacked drums and containers were shipped off-site for incineration; 1,100 tons of contaminated soil were shipped off-site for landfill disposal; 300 cubic yards of crushed drums, drum parts, and debris were shipped off-site for landfill disposal.
