Description

The approximately 9.0 acres Site was previously the Night Lighter fireworks manufacturing facility. It consisted of a trailer for chemical storage, a manufacturing building, and an explosives magazine. The facility ceased operations in 2000 when the operator/property owner declared bankruptcy.

On December 17, 2004, OSC Lussier and the Maine Department of Environmental Protection (MEDEP) conducted a preliminary assessment/site investigation.

The following are the key findings:

• The tractor trailer contains materials from the defunct fireworks manufacturing operation including oxidizers, flammable solids, combustibles, and reactive compounds. Some of these materials maybe shock sensitive.

• The materials observed in the trailer include, but are not limited to, sodium benzoate, barium sulfide, antimony sulfide, antimony sulfide, magnesium alloys, potassium perchlorate, and strontium carbonate.

• The State Fire Marshall and the MEDEP requested EPA’s assistance addressing this Site on 15 December 2004.

• Based on the unlimited access, the large quantity of materials, and the potential for fire and explosion EPA initiated site activities to remove and dispose of the materials at the Site.

The trailer is approximately 1000 feet west of Route 1 along Castonguay Road. The side road which provides access to the trailer is plowed. Also, there is a major snow mobile trail within 100 feet of the trailer. The DEP is concerned that there is a potential for vandals to ignite the contents of the trailer.
