Description

Waterbury Companies, Inc. Site. 64 Avenue of Industry, Waterbury, CT. As a manufacturer of metal buttons, the Facility utilized degreasing and wastewater treatment processes. Based on the available information, including site investigation data, EPA determined the Facility had achieved EPA's Environmental Indicators in 1999. The Facility is currently used for corporate offices, distribution and light manufacturing.

Current Status

Having received approval for Closure of some former lagoons and subsequent termination of Financial Assurance requirements for Closure (Aug. 2004), the facility is now proceeding under Connecticut's Transfer Act, Sections 22a-134 through 22a-134e of the Connecticut General Statutes (CGS), as amended by Public Act (PA) 01-204 (revised to January 1, 2003 in conjunction with PA 03-6, PA 03-19, PA 03-82 and PA 03-218). For more information on Connecticut's Transfer Act, please see http://www.dep.state.ct.us/pao/perdfact/proptran.htm.

Because the facility is situated over an aquifer designated by the State of Connecticut Department of Environmental Protection (CTDEP) as a drinking water ("GA"-designation) aquifer, the facility conducted investigations under the purview of the CTDEP to determine the nature and extent of a source(s) that may be contributing to low-level dissolved-phase chlorinated volatile organic compound (CVOC) concentrations in groundwater at the site. These investigations did not reveal any sources of CVOCs in either soil or groundwater at the site. Accordingly, the State and the facility are waiting for the low-level dissolved-phase CVOCs to naturally attenuate to levels below residential remediation criteria as provided in the State's Remediation Standard Regulations (RSR), Regulations of Connecticut State Agencies, 22a-133k-1 et seq.
