Site Description
Precision Plating Corporation is one of several tenants in a small industrial complex, known as the Hillside Industrial Park. Precision Plating Corp. has been chrome plating various metal parts and fixtures on this 3-acre site since 1970. The chrome plating process includes alkaline cleaning, chemical etching, rinsing, buffing, and polishing. Wastes generated during this process include rinse waters containing heavy metals, batch wastes of alkaline cleaner, and spent plating and etching acids. Before 1983, rinse waters were discharged to a storm drain outside the building. Process plating acids and chrome plating wastes were stored in drums and in a 500-gallon tank. In 1979, Vernon's Health Department found the well serving the Hillside Industrial Park to be contaminated with hexavalent and trivalent chromium. The rupturing of drums and a storage tank by a snow plow was the alleged cause of contamination. The company, and later EPA, confirmed that the groundwater underlying the site had become contaminated. The Site is bounded by a private residence to the north, a trailer park to the south, a large apartment complex to the east, and private residences and commercial establishments to the west. An estimated 10,800 people obtain drinking water from public and private wells located within 3 miles of the site. Surface waters in the area are used for recreational fishing. The site is located within 1 mile of a freshwater wetland.
Threats and Contaminants
The groundwater underlying the site and the soil is contaminated with hexavalent and trivalent chromium as a result of the spillage of contaminants at the site. Nearby residences have been connected to a public water supply. The site is located within 1 mile of a freshwater wetland.
Cleanup Approach
This site is being addressed in two stages: initial actions and a long-term remedial phase focusing on cleanup of the entire site.
Response Action Status
| Initial Action | Precision Plating complied with orders issued by the State in 1986 by installing five shallow monitoring wells, sampling surface water, removing 20 cubic yards of contaminated soil, and providing alternate drinking water supplies to a trailer park to the south.

| Entire Site | An investigation into the nature and extent of contamination at the site began in October 2002 and was conducted under the authority of the CT DEEP. An EPA RI/FS began in May 2012 and will be completed by 2014. A Record of Decision detailing the selected remedial action is anticipated by 2015. While this site is currently a Federal lead site, EPA is working closely with the State of Connecticut on all aspects of the project.

| Enforcement Highlights | In 1986, the State issued orders requiring the installation of monitoring wells, the sampling of surface water, removing of contaminated soil, and providing alternate water to nearby affected residents. In 1998 EPA and CTDEP signed an Enforcement Agreement formally assigning the cleanup of the site to the CTDEP. In 2000, CTDEP issued a Consent Order to the property owner to investigate and remediate contamination at the site. A work plan for site characterization was approved by CTDEP in October 2002. It was determined in 2011 that this project would be transferred to Federal lead. |
Environmental Progress
Immediate risks have been minimized by excavation and off-site disposal of contaminated surface soils. Contact with contaminated groundwater has been addressed by providing alternate drinking water supplies to nearby residents.
Current Site Status
In 1998, EPA entered into an Enforcement Agreement with the Connecticut Department of Environmental Protection (CTDEP), in which the state agreed to take the lead on site management as part of the Agency’s State Delegation Pilot Program. This designation was changed in 2011 and the project is now under Federal lead. CTDEP's successor agency, the Connecticut Department of Energy and Environmental Protection (CTDEEP) is presently working with EPA on a remedial investigation and feasibility study (RI/FS) of the site.
