Description
The site is located within the 225-acre Eastern Pequot Indian Reservation and adjacent to an unnamed road which begins off Wright Road in North Stonington, New London County, Connecticut. The area is primarily residential, and the site is adjacent to an area used by the Eastern Pequot Nation for tribal powwows and other tribal gatherings. An unknown party had abandoned approximately 26 55-gallon drums containing materials such as roofing tar in this area. On November 4, 1999, U.S. Environmental Protection Agency (EPA) staff conducted a Preliminary Assessment/Site Investigation (PA/SI). As a result of the PA/SI, EPA documented the presence of elevated levels of lead in the soils. Additional soil samples needed to be collected to further characterize the site. However, EPA had to wait until after the 1999-2000 winter season to allow the frozen ground to thaw enough for surficial soil sampling. On March 16, 2000, EPA conducted additional soil sampling to determine the extent of soil contamination. On May 10, 2000, the closure memorandum was signed recommending a time-critical removal action to address the threats posed by the contaminated soils. The action memorandum was signed on July 17, 2000, authorizing expenditures of up to $199,000 for this removal action. EPA initiated a time-critical removal action to address the threats posed by direct contact with the lead contaminated soil by nearby residents and tribal members. On June 22, 2000, the Connecticut Department of Environmental Protection and its clean-up contractor mobilized to the site to remove and dispose of the 26 55-gallon drums that were abandoned at the site. EPA removal activities are documented in the pollution reports dated August 25, 2000 and January 3, 2001.

Current Status
A short term cleanup (REMOVAL) at the site was started on 7/25/00 and completed on 11/15/00.
Removal of the contaminated soils prior to the scheduled annual tribal powwow was not possible. Therefore, a temporary cap, consisting of geotextile fabric and approximately six to twelve inches of clean soil, was constructed over the contaminated soil area and high-visibility fence and warning signs were erected to secure the area. This interim measure was utilized to prevent the attendees of the tribal powwow from being exposed to this lead contamination. After the tribal event, the temporary cap was removed and the contaminated soils were excavated and transported off-site for disposal. The excavated area was backfilled with clean soil and revegetated. Approximately 225 tons of lead contaminated soil were sent to the Taunton, Massachusetts, Landfill for disposal.
