Current Status
A Phase 1 Targeted Brownfields Assessment (TBA) was completed on 7/10/1997
A Phase 2 Targeted Brownfields Assessment (TBA) was completed on 1/26/1998
A Cleanup Options Study/Cost Estimate was completed on 7/2/1998
The Spintex Mill burned down in 1995. The city of Central Falls foreclosed on the property due to back taxes in 1996. The results from the TBAs showed that there was no contamination found on the site and no clean up was needed. The city of Central Falls redeveloped the site into the River Island Community Park and Blackstone River Island Nature Trail and started construction at the end of 1998 and the beginning of 1999. The park was dedicated in October 2002. In May 2003, the city of Central Falls was awarded the John H. Chaffee Award from the Environmental Council of Rhode Island for providing outdoor recreation while preserving natural habitat of the site. The park encompasses approximately six acres, which includes an exercise walking track and trails, a field house, a multipurpose field, a pedestrian bridge extending over the Blackstone River to the island park, and a canoe launch. The city of Central Falls received other funding through several sources, including: Community Development Block Grant (CDBG) funds for a total of $550,000 (between fiscal years 1998 to 2002), Rhode Island Department of Environmental Management Open Space Bond for $225,000, Rhode Island Recreation Area Grant from the state's Greenways Council for $25,000, and RI Department of Transportation's Trails Grant Program for $46,348. The city of Central Falls's Public Works Department and Parks and Recreation Department maintain the park.
