The Grodel Manufacturing, Inc. (Grodel) property is located at 1258 South Main Street in Waterbury, New Haven County, Connecticut. Local tax assessment information is unknown. The property is privately owned and consists of a parcel of unknown size containing two connected, single-story structures totaling approximately 15,000 square feet. Grodel has operated a screw machine products manufacturing facility at the property since 1963. The property is bordered to the north by a grocery store and former auto repair shop; to the south by a former paint supply store and a former service station; to the east by residential and commercial properties and South Main Street; and to the west by a steep slope and Naugatuck River.


Ownership and land use prior to 1945 is unknown. In 1945, the original structure was built; however, activities at the property between 1945 and 1963 are unknown. In 1963, Grodel occupied the original building and manufactured screw machine products. In 1968, a second structure was built east of the Grodel building and occupied by a produce company until 1972. In 1972, the two structures were connected and Grodel occupied the entire property. Grodel’s manufacturing activities included drilling, milling and secondary machining of copper, brass, aluminum and steel bar stock; vapor degreasing; mechanical and hand assembly of parts; and finished product packaging and shipping. During a site inspection in 1984, Connecticut Department of Environmental Protection (CT DEP) personnel observed oil stained soil and asphalt in the vicinity of a 4,000 gallon aboveground storage tank (AST), and a soapy greenish discharge from a buried pipe in the Naugatuck Riverbank west of the property. Analytical results of soil and pipe discharge samples collected by CT DEP indicated the presence of oil, grease and petroleum hydrocarbons in the soil, and solvents in the discharge. Subsequent investigations included a Preliminary Assessment (PA) completed in 1987 and a Site Inspection (SI) completed in 1993.

An estimated 1,851 and 11,594 people are served by public and private groundwater drinking water wells within 4 miles of the property, respectively. The nearest public water supply well is located 2.8 miles northeast of the property. The nearest private groundwater drinking water well is between 2 and 3 miles from the property. Groundwater depth in the vicinity of the property is estimated to be 10 to 20 feet below ground surface and groundwater flow direction is estimated to be westerly. No known groundwater samples have been collected from the property. As a result, no impacts to nearby groundwater drinking water supply sources are known or suspected.

The western property border is located approximately 30 feet east of Naugatuck River. Surface water from the property generally flows west into Naugatuck River. The Naugatuck River flows southward to the terminus of the 15-mile downstream surface water pathway, approximately one mile upstream of the confluence of the Naugatuck and the Housatonic Rivers in Ansonia, Connecticut. There are no drinking water intakes located along the 15-mile downstream surface water pathway. A state forest and an unknown number of Federal- and State-listed endangered/threatened species habitats are located along the 15-mile downstream surface water pathway. In 1992, sediment samples were collected from Naugatuck River adjacent to the property and a reference sample upstream of the property. Analytical results of the sediment samples indicated the presence of copper, cyanide, nickel and zinc. Impacts from the discharge source to nearby sensitive environments is suspected; however, the source has not been determined.

An estimated 20 employees work at the property. Approximately 8,129 people reside within 1-radial mile of the property. The nearest residence is located approximately 100 feet east of the property and an estimated 12 people reside within 200 feet of the property. There are no schools or day-care facilities located within 200 feet of the property. Access to the property is unrestricted. Analytical results of a composite soil sample collected from the area of oil staining on the riverbank in 1984 indicated the presence of oil, grease, hydrocarbons and metals (lead, barium, zinc, cadmium, copper, and nickel). Analytical results of soil samples collected in 1992 indicated the presence of the polychlorinated biphenyl (PCB) Aroclor 1254, volatile organic compounds (VOCs), thallium, and pesticides. Based on site observations and conditions, and proximity to nearby residential targets, impacts to nearby residential populations are suspected.

An estimated 130,082 people reside, an unknown number of wetlands, and two unspecified Federal- or State-listed endangered, threatened, or special concern species habitats occur within 4-radial miles of the property. No laboratory qualitative air samples are known to have been collected from the property. Based on available information, no impacts to nearby residential populations or sensitive environments are known or suspected.

The last known actions at the property were the SI and subsequent U.S. Environmental Protection Agency (EPA) decision in 1993 that further site assessment activities are needed at the property. According to available sources, the property is not an active site under CT DEP and has declined an request to join the CT DEP volunteer cleanup program.
