The Dip N Strip property is located at 1340 Main Street in Coventry, Tolland County, Connecticut. The 1.69-acre property is privately owned and consists of a two-story building occupied by an antiques retail shop (Village Antiques). Previous uses of the property included a boat servicing company, a garbage collection service, a dry cleaning pick-up service, and a furniture stripping company (Dip N Strip). The property is bordered to the north by Route 275 and a retail shopping plaza; to the south and east by residential properties; and to the west by Route 31 and a real estate office.
Land use prior to the 1950s is unknown. In the 1950s, the property was reportedly used for servicing boats. In the 1960s, the current building was constructed and the property was occupied by a garbage collection service and a dry cleaning pick-up service. Reportedly, when the dry cleaning pick-up service was in operation, no dry cleaning activities occurred at the property; all clothing was sent off site to be cleaned. Dip N Strip and Village Antiques began operations at the property in 1973. Dip N Strip operated at the property until 1989. In 1978, Connecticut Department of Environmental Protection (CT DEP) Water Inspection Unit conducted a site inspection investigating the discharge of furniture stripping waste into the property’s septic system. From 1973 to 1978, approximately 100 gallons per month of furniture stripping waste, consisting of methylene chloride, acetone, n-propanol, and toluene, was discharged into the septic system. In 1978, CT DEP ordered the discharge stopped, and wastes were subsequently transported off site for disposal. Other investigations at the property include a Preliminary Assessment (PA) completed in 1984; a Screening Site Inspection (SSI) completed in 1990; and a Site Inspection Prioritization (SIP) completed in 1994.
Groundwater depth at the property is unknown. The direction of groundwater flow has not been determined; however, it is estimated to be southeast based on local topography. The nearest private groundwater supply is a bedrock drinking water supply well located on the property. A total of 17,512 people are served by private wells located within 4-radial miles of the property. There are 26 public wells located within 4-radial miles of the property serving a total of 4,287 people. The nearest public groundwater supply well is located approximately 600 feet west of the property. Analytical results of tap water samples collected from the building bathroom sink in 1990 indicated the presence of volatile organic compounds (VOCs) (methylene chloride, carbon disulfide, toluene) and metals (barium, copper, lead, magnesium, manganese, and zinc). Based on analytical results of tap water samples collected from the property, impacts to nearby groundwater drinking water supply sources are suspected.
Surface water from the property flows south and east into a wetland which drains into Mill Brook. Mill Brook flows southeast approximately 2.2 miles into the Willimantic River. The Willimantic River flows approximately 10.2 miles south/southeast to Shetucket River. The Shetucket River flows 2.6 miles south/southeast to the terminus of the 15- mile downstream surface water pathway. There are no drinking water intakes located along the 15-mile downstream surface water pathway. Mill Brook and the Willimantic River are Class Bc waterways designated as a cold water fisheries. The Shetucket River is a Class B/A waterway and may not meet Class A standards. Class A designated uses include potential drinking water supply, fish and wildlife habitat, recreational use, agricultural and industrial uses, and other legitimate uses. There are approximately 6.5 miles of wetlands and no State- or Federal-listed endangered or threatened species habitats located along the 15-mile downstream surface water pathway. No surface water or sediment samples are known to have been collected from the property. As a result, no impacts to nearby sensitive environments are known or suspected.
An estimated two employees work at the property and access to the property is unrestricted. There are no schools or day-care facilities located within 200 feet of the property, and the nearest residence is located approximately 100 feet east of the property. An estimated 629 people reside within 1-radial mile of the property. Analytical results of six soil samples collected at the property in 1990 indicated the presence of VOCs (acetone and 2-butanone) and metals (lead, barium, zinc, cadmium, mercury, selenium and silver). Based on site observations and conditions, and proximity to nearby residential targets, no impacts to nearby residential populations are suspected.
An estimated 16,034 people, an unknown number of wetlands, and 11 State-listed species of special concern habitats occur within 4-radial miles of the property. No laboratory qualitative air samples are known to have been collected from the property. Based on available data, no impacts to nearby residential populations or sensitive environments are known or suspected.
The last known action at the property was the SIP completed in 1994. According to available sources., the property is currently an active site under CT DEP.
