Description

The site, located at 239 Bedford Road in New Boston, New Hampshire, consists of a 5.88 acre parcel of residential property. There is a two-story, wooden constructed house, a horse barn and an upper barn. In the mid-1980's, the Daniels purchased the property and moved into the home. Philip Daniel was a chemist at Textile Coatings, Inc., in Amherst, New Hampshire, and a collector of antiques. Philip Daniel died in May of 2001. Subsequently, Ms. Daniel contracted with an auctioneer who was interested in the antiques. During the course of locating the antiques, the auctioneer removed two 40-yard roll-off containers of trash. In the course of their work, workers noted the presence of many laboratory chemicals. One of the workers noted a strong chemical odor from one of the boxes he was carrying. Ms. Daniel called the Fire Department for assistance. Chief Cliff Plourd of the New Boston Fire Department conducted a site visit on September 11, 2001, and reported that he observed a large number of full and partially full chemical containers and what appeared to be radioactive material in the basement and the outbuildings at the site. Chief Plourd called the New Hampshire Department of Environmental Services. EPA observed chemical containers stored at the site that were very old. Containers were observed with rusted metal tops, with glass stoppers and with cork stoppers. The majority of the containers are unlabeled. EPA observed broken containers of mercury and two sources of radiation.
