Description
The six acre site is located in Downeast Maine in the City of Eastport. It is bordered by Cobscook Bay, the location of a multi-million dollar salmon farming industry. The Maine Technical College (MTC), located on the site, has 100 students who are studying aqua-culture, boat building, and computer technology. From 1967 until 1972, Paispearl, Products Inc., operated a pearl essence manufacturing plant at the site. In 1986, 1,2-dichloroethane (1,2-DCA) was detected in the two bedrock drinking water wells. In 1996, the Maine Department of Environmental Protection (MEDEP) was made aware of the contamination found in the wells and provided the MTC with a water treatment system consisting of granular activated carbon filters. MTC has been maintaining the treatment system. MEDEP referred the site to the Environmental Protection Agency (EPA) in an attempt to find a permanent remedy. On May 11, 2000, EPA personnel conducted a Removal Program Preliminary Assessment/Site Investigation at the site and found that there was a fifty by one hundred foot area of 1,2-DCA-contaminated soil at the former location of an above-ground storage tank farm. EPA determined that site conditions constituted a potential threat to human health, welfare, and the environment, due to the surface soil contact threat and initiated a time-critical removal action. Well contamination did not exceed federal safety levels and continues to be addressed by the filter system.

Current Status
A short term cleanup (REMOVAL) at the site was started on 9/6/00 and completed on 5/31/01.
800 tons of 1, 2-DCA-contaminated soil were sent to ONYX Industries, Quebec, Canada, to be landfilled.
