The One Market Square site, located at 1 Market Square, in the downtown area of Houlton, Maine, consists of a 3,500 sq. yard debris pile contained within a 72,000 sq. ft. property. A fire at the property on November 20, 2002 destroyed the building, leaving a pile of asbestos-containing debris. The main building is bounded by:


North - Market Square, which consists of 20 active businesses
South - Active Antique Business
East - Market Square
West - Kendall Street - businesses

The Meduxnekeag River is a class B river and is used by the town of Houlton wastewater treatment plant. The river is approximately 150 ft from the Site. Additionally, the river is used for recreational purposes such as kayaking, canoeing, fishing of trout and irrigation for farmland use. Catch basins discharge to the river.

In May 2003, EPA authorized an emergency response to asbestos contamination at the site resulting from a request for assistance from the Maine Department of Environmental Protection (ME DEP). The site consisted of a 4.5 story wood constructed building containing apartments and a business on the lower floor. A fire at the site on November 20, 2002 created a debris pile the was determined by ME DEP to contain friable asbestos material.

In May 2003, EPA initiated a short-term cleanup (Removal Action) at the site to remove asbestos-laden debris. Throughout the cleanup, the asbestos material will be kept wet to reduce the potential for asbestos fibers to be released into the air. EPA will continuously monitor air quality at the site perimeter and all workers at the site will be required to wear personal protective equipment to ensure safety. EPA estimates the cleanup cost to be about $150,000.
