Description
The Winchester Landfill is landfill located along Rowley Street in Winchester, Litchfield County, Connecticut. Local tax assessment information is unknown. The 21-acre property is owned by the Town of Winchester and is currently occupied by the Town of Winchester Department of Public Works. The property is bordered to the north, east, and south by Still River and associated wetlands; and to the west by Rowley Street.
Land use prior to landfilling operations is unknown. The landfill was operated by the Town of Winchester from 1917 to 1974. The landfill accepted waste from residents, businesses, and industries in the towns of Barkhamsted, Colebrook, New Hartford, and Winchester. The landfill accepted all types of wastes including septic sludge, waste oils, and solvents. Open burning of waste oils and other refuse was common during the landfill’s operational history. Open disposal pits for waste oils and solvents were located along the banks of Still River and were repeatedly observed during inspections to be overflowing into the river. In the mid-1960s, inspectors observed that refuse, oil residues, and ash material was being deposited into Still River. A fish kill was noted in 1966 originating from the landfill. Connecticut Department of Environmental Protection (CT DEP) issued an abatement order in 1972 and landfilling operations ceased in 1974. A citizen report in 1990 to U.S. Environmental Protection Agency (EPA) noted that crushed cars, car batteries, and lead acid were being dumped in the landfill adjacent to the river. Reportedly, the dumping was regularly covered with fill by the involved parties. Previous investigations at the property include a Preliminary Assessment (PA) completed in 1989; a Site Inspection (SI) completed in 1995; and numerous inspections by CT DEP.
The estimated population served by public and private groundwater drinking water wells within 4-radial miles of the property is 399 and 8,043, respectively. The nearest public drinking water supply well is located approximately 1.8 miles northeast of the property and the nearest private drinking water supply well is located approximately 180 feet west of the property. Groundwater in the vicinity of the property flows in a east/northeasterly direction and is approximately 5 to 20 feet below ground surface. There are no groundwater monitoring wells located on the property. Analytical results of drinking water samples collected in 1994 from private wells located west and southwest of the property indicated the presence of copper, calcium, and zinc. Impacts to nearby groundwater drinking water sources have been documented.
Stormwater runoff enters the 15-mile downstream surface water pathway along the adjacent Still River. The remainder of the 15-mile surface water pathway includes Sandy Brook, and the West Branch of Farmington River. Clean Water Act-protected surface water bodies located along the 15-mile downstream pathway include Still River and the West Branch of Farmington River. There are no surface water intakes located along the 15-mile surface water pathway. Approximately 10.6 miles of wetland frontage, two fisheries, and no known Federal-listed or State-listed endangered, threatened, or special concern species habitats occur along the surface water pathway. Surface water and sediment samples collected prior to 1994 indicated the presence of acetone, total xylenes, 4-methylphenol, 2,4-dimethylphenol, and metals including lead, arsenic, chromium, and manganese. Analytical results of surface water samples collected from Still River in 1994 indicated the presence of four volatile organic compounds (VOCs) and 14 metals. Analytical results of sediment samples collected from Still River in 1994 indicted the presence of three VOCs and 14 metals. Impacts to surface water pathway have been documented.
Nine employees work on the property. There are approximately 3,268 people living within 1-radial mile of the property. The nearest residence is located within 200 feet of the property. There are no schools or day-care centers located within 200 feet of the property. There are no terrestrial sensitive environments located on the property. Access to the property is unrestricted. No soil samples have been collected from the property. Based on site observations and conditions, no impacts to nearby residential populations are known or suspected.
An estimated 12,887 people and 1,050 acres of wetlands occur within 4-radial miles of the property. No known Federal-listed or State-listed endangered, threatened, or special concern species habitats occur within 4-radial miles of the property. No laboratory qualitative air samples are known to have been collected from the property. Based on available data, no impacts to nearby populations or sensitive environments from an unregulated release to air from the property are known or suspected.
The last known actions at the property were the SI and subsequent EPA decision in 1995 that further site assessment activities are needed at the property. The current status of the property under CT DEP is unknown.
