Assistance Agreement and Web Site Management

Agency staff may not use a grant or cooperative agreement to establish and/or maintain an EPA Web site. Recipients of EPA assistance agreements (grants, cooperative agreements, interagency agreements) may use EPA financial assistance to develop and maintain their own Web sites. Each recipient's site which is supported through an assistance agreement should clearly indicate that it belongs to and is maintained by the recipient, not EPA, and that the recipient provides the information on the site. The recipient can note that EPA has funded the site through a grant or cooperative agreement. However, the site should be designed and presented in a manner which does not create an impression that it is an EPA Web site. Links on a recipient's site to and from EPA Web sites are permissible, and users who select these links should be advised that they are entering or leaving the recipient's site to or from an EPA site.

EPA staff may be substantially involved in helping a recipient develop and maintain its site and can provide access to existing EPA publications or publicly available documents. However, EPA cannot direct the recipient to include specific information on the site and cannot otherwise control the content on the site. EPA staff may use products and information developed by the assistance agreement recipient. Public access and official EPA sites must reside on Agency Web servers, and the sites must be maintained by EPA staff or EPA contractors.
