  – Prepared for USAID and USEPA by the Pacific Northwest National Laboratory (1997). This report focuses on selected cases that relate to city-level approaches to mitigation, and on policy tools that enhance economic well-being. It also provides first-hand analysis from in-country experts in four nations: Poland, the Czech Republic, Russia, and Ukraine.

  – By Emilio Lèbre La Rovere (LBNL-41998, 1998). This paper addresses, from the Brazilian perspective, the main problems with Joint Implementation/Activities Implemented Jointly (JI/AIJ) between industrialized (Annex I) and developing (non-Annex I) countries, as defined by the UNFCCC.

• AIJ in the Non-Energy Sector in India: Opportunities and Concerns (478k pdf).
  – By N.H. Ravindranath, Anandi Meili, and R. Anita (LBNL-41999, 1998). In this paper, the opportunities and concerns from the perspective of developing countries, particularly that of India, with respect to AIJ are presented, followed by three examples of non-energy sector project proposals.

• Mexico Joins the Venture: Joint Implementation and Greenhouse Gas Emissions Reduction (88k pdf).
  – By Mireya Imaz, Carlos Gay, Rafael Friedmann, and Beth Goldberg (LBNL-42000, 1998). This paper draws upon the Mexican experience with AIJ to identify Mexican concerns with AIJ/JI and proposed solutions to these. Three approved Mexican AIJ projects (Ilumex, Scolel Té, and Salicornia) are described in detail.
