EPA's State and Local Climate Change Program compiled the following resources to help applicants learn more about EPA and other federal assistance opportunities, financing opportunities and strategies, and how to prepare grant proposals.

Federal Register
Many federal funding opportunities are announced through the Federal Register. Information on the site changes daily. Current (2002) and prior year (1995-2001) volumes of the Federal Register may be searched by keyword.
Catalog of Federal Domestic Assistance (CFDA)
The CFDA is a government-wide compendium of Federal programs, projects, services, and activities which provide assistance or benefits to the American public. It contains financial and nonfinancial assistance programs administered by departments and establishments of the Federal government.
Commerce Business Daily
Commerce Business Daily (CBD) is a bulletin board for federal government notices, and it is updated daily. CBD announcements can be queried using the "simple search" function.
Smart Communities Network
The DOE Energy Efficiency and Renewable Energy Network (EREN) provides updated information on energy efficiency and renewable energyfunding opportunities available through DOE. The site includes a section on community energy financing strategies.
U.S. DOE Clean Cities Program
This site serves as a clearinghouse for information on a variety of funding sources and guides the award of federal funds and grants targeted at alternative fuel vehicle and infrastructure development. This site caters to small local businesses, municipal governments, regional air quality organizations, and national alternative fuel companies.
U.S. DOE - Seattle Regional Office
This site provides links to many financing sites, and it provides a listserv of Federal Register announcements relating to energy efficiency.
National Oceanic and Atmospheric Administration (NOAA) Grants
This site lists NOAA grant announcements and contains downloadable forms.

Financial Assistance for Small Business: Related Sites
Financial and technical assistance is available to help small businesses reduce energy consumption and save money. EPA's Global Warming site provides links to many small business financial assistance resources, including assistance opportunities, financing tools, state financing offices, and guidelines for preparing grant proposals.
Environmental Financing Information Network (EFIN)
EPA provides information on financing alternatives for state and local environmental programs and small businesses. EFIN maintains an on-line database containing abstracts of publications, case studies, and contacts; and distributes EPA documents on the topic of environmental financing.
A Guidebook of Financial Tools: Paying for Sustainable Environmental Systems
The GNET State Resources Index provides information on environment and technology programs and agencies in all 50 states. Some of the listed agencies provide financial assistance to small businesses and start-up companies.

EREN - State and Local Financing
This site has links to information on financing opportunities and strategies for state and local governments. The site provides information for cities and counties on getting energy efficiency projects financed through traditional and creative methods, including performance contracting, matching grants, and low-interest loans.

The Foundation Center site provides a searchable online database that provides basic information about foundations, proposal writing tips, philanthropy news and trends, and a virtual classrom for grantseekers. Access to some of the information requires a paid subscription.
The Grantsmanship Center (TGCI)
TGCI conducts training workshops on grantsmanship and proposal writing for nonprofit organizations and government agencies. The TGCI site has information on proposal writing, a collection of winning proposals, and low-cost publications that can be ordered. It also provides links to national sources (e.g., Federal Register, Commerce Business Daily), state home pages, and local foundations.
