Alternative Fuel Conversion Rebate Program

Description
The Alternative Fuel Conversion Rebate Program provides rebates for the cost of conversion of a vehicle to alternative fuels. Eligible renewable fuels include: liquefied petroleum gas (LPG), compressed natural gas (CNG), liquefied natural gas (LNG), electricity, ethanol or methanol. The program also supplies rebates toward the purchase of a new, factory-equipped alternative fuel vehicle.
Amounts
50% of conversion cost, with limit of $2,000 ($1,000 for ethanol, methane and LPG).

The California Energy Commission (CEC) provides cost sharing funding for research, demonstration, and commercialization of advanced technologies. The CEC works with private partners to develop and commercialize technologies. The CEC’s research and development budget, which is typically around $8 million annually, is provided primarily through a $0.0002/kWh electricity surcharge.

Public Interest Energy Research Program

Description
The California Energy Commission administers the funding of specific research and development projects under the funding criteria for the Public Interest Energy Research (PIER) Program. The program, funded by a utility tax, focuses on projects in five subject areas: renewable energy technologies; environmentally preferred advanced generation; energy-related environmental research; strategic energy research; and end-use efficiency in both buildings and the industrial/agricultural and water sectors.
Amounts
Rate payers contribute around $62 million to the program per year.
Eligibility
State and local governments, universities and businesses from all 50 states.

The Renewable Resources Trust Fund

Description
The Renewable Resources Trust Fund uses distribution taxes to fund renewable energy projects, including biomass and solar thermal, wind, geothermal, small hydro, digester gas, landfill gas, and municipal solid waste. The program is part of the larger California Renewable Energy Investments legislation.

Small Grants Innovation Program

Description
The CEC Small Grants Innovation Program is intended to determine the feasibility of energy technology and science innovations for new energy concepts for which feasibility is not yet established. The Energy Innovations Small Grant (EISG) Program provides funding to small businesses, nonprofits, individuals and academic institutions to help conduct research that establishes the feasibility of new, innovative energy concepts. Research projects must target one of the six program areas: Industrial/Agriculture/Water End-use Efficiency; Building End-use Efficiency; Environmentally Preferred Advanced Generation; Renewable Generation; Energy-Related Environmental Research; or Strategic Energy Research. The projects must address a California energy problem and provide a potential benefit to California electric ratepayers.

Up to $75,000
Eligibility
California small businesses, non-profits, individuals and academic institutions.

Renewable Energy Consumer Education (RECE) Program

Description
The objective of the RECE Program is to help build a viable customer-driven market for renewable power through consumer education. Funding goes toward educational materials such as consumer outreach (brochures and other materials distributed through local forums); public relations activities; mass media (television, radio or billboard messages); education of children or adults through school programs; and consumer information resources.

Total funding was $375,000 for 2002.
25% matching required.

Private, nonprofit and government entities in California.

Energy Efficiency Funding

Description
The California Energy Commission provides loans for installing energy-saving projects. The fixed low-interest loans support projects with proven energy and/or capacity savings such as lighting; heating, ventilating and air conditioning systems; cogeneration systems, pumps, and motors; and renewable energy projects.
Amounts
Up to $10 million is available for financing eligible energy efficiency projects. The maximum loan amount is $2 million per application. There is no minimum loan amount. In most cases, no matching funds are required.

Local government entities in Colorado.
