Title Continuing Program Grants
Office/Region EPA Region 5 under Section 105 of the Clean Air Act
Description Section 105 of the Clean Air Act authorizes financial assistance to state, tribal, and local air pollution control agencies to administer programs for the prevention and control of air pollution or implementation of national air quality standards. Major funding categories include: ozone, carbon monoxide, air toxins, acid deposition, particulate matter, lead, permitting, and enforcement.
Amounts$20 to $25 million in funding expected. Grants range from $1 million to $4 million for states in EPA Region 5.
States must match 40% of federal funds they receive.

Title Pollution Prevention Grant (PPG); a.k.a. Pollution Prevention Incentives for States (PPIS)
Office/Region EPA
Description The Pollution Prevention Incentive for States (PPIS) grant program provides matching funds to state and tribal programs to support pollution prevention activities across all environmental media, and to develop state programs. The majority of PPIS grants fund state-based projects for technical assistance, training, outreach, education, regulatory integration, data collection, research, demonstration projects, and recognition programs.
AmountsEPA provides about $5 million annually through PPIS to help develop and sustain state pollution prevention program activities and pioneer new pollution prevention approaches in the states. Average grant in 2002 was $80,000.

Title Project Grants (Section 103)
Office/Region EPA Region 5 under Section 103 of the Clean Air Act
Description Section 103 of the Clean Air Act authorizes funding of national and regional research and development programs for the prevention and control of air pollution. In part, this program is designed to conduct research investigations, experiments, demonstrations, surveys, and studies relating to the causes, effects, extent, prevention, and control of air pollution.
Amounts$5 million (subject to change) available with project allotments ranging from $600K to $1 million. No match required.

Title Solid Waste Funding for Region 9
Office/Region EPA Region 9
Description EPA solid waste grants fund program development or pilot projects that promote waste reduction, recycled-content products, markets for recycled materials, or assist in the development of solid waste management plans and the clean-up of open dumping.
AmountsVaries, but generally up to $60,000. Matching share may be required.

Title Surveys, Studies, Investigations, Demonstrations and Special Purpose Grants (66.034)

Description This program seeks to: support surveys, studies, and investigations associated with air quality; identify, develop, and demonstrate pollution control techniques; prevent, reduce, and eliminate pollution; and evaluate the consequences of alternative strategies and mechanisms for use by those in economic, social, governmental, and environmental management positions.
AmountsRange from $1,000 to $500,000 for a total of $300 million

EligibilityStates, territories, tribal governments, and possessions of the U.S., public and private universities and colleges, hospitals, laboratories, other public or private nonprofit institutions which submit applications proposing projects with significant technical merit and relevance to EPA's Office of Air and Radiation's mission.
