The purpose of the series, of which this is the first volume, is to develop improved methods for carrying out benefit-cost analyses of individual environmental regulations. The series focuses on the benefits of controlling toxic pollutants, rather than the costs, and uses case studies of individual pollutants as a means of integrating the theory and the empirical issues. In this, the first volume, the case of controlling hazardous waste at landfill sites in Massachusetts is used to provide an empirical context in which to compare methodologies. The first part of this volume discusses the hedonic housing method to estimate benefits of hazardous waste cleanup. The second part uses scientific risk assessment to estimate those benefits, and the third part uses the averting cost method. The study compares the estimates of willingness to pay that result from these methods.
